As part of NIA, DOE will assess the effects on consumers, including cost savings throughout the lifecycle and simple payback time (PBP). DOE will utilize its Government Regulatory Impact Model with an adaptation for microwave ovens to calculate the industry's net present value ("NPV").

Manufacturer impacts will be evaluated as well and DOE will use a modified version of its Industry Cash Flow model adapted for this type of product to estimate manufacturing NPV. DOE will also examine the effects of these proposals on small businesses as well as other manufacturing subgroups to identify those that may be disproportionately affected.

DOE will also examine whether the test procedure for microwave ovens has to be updated in order to include active mode power consumption and an energy use measurement. Currently, the test procedures only deal with the standby mode power usage.
